This book analyses the current and future viability of the Northern Sea Route as a stable transport route for the international transit traffic between Europe and the Far East. Remote Sensing of Sea Ice in the Northern Sea Route: Studies and Applications initially provides a history of the Northern Sea Route as an important strategic transport route for supporting the northern regions of Russia and cargo transportation between Europe and the Northern Pacific Basin. The authors then describe sea ice conditions in the Eurasian Arctic Seas and, using microwave satellite data, provide a detailed analysis of difficult sea ice conditions. Remote sensing techniques and the basic principles of SAR image formation are described, as well as the major satellite radar systems used for ice studies in the Arctic. The authors take a good look at the use of sensing equipment in experiments, including the ICE WATCH project used for monitoring the Northern Sea Route. The possibilities of using SAR remote sensing for ice navigation in the Northern Sea Route is also detailed, analysing techniques of automatic image processing and interpretation. A study is provided of regional drifting ice, fast ice and river ice in the coastal areas of the Arctic Seas. The book concludes with a review of the practical experience using SAR images for supporting navigation and offshore industrial activity, based on a series of experiments conducted with the Murmansk Shipping Company on board nuclear icebreakers.

The North Pole is being transformed from a sea-ice cap to a seasonally ice-free sea within the next few decades. This fundamental shift in the boundary conditions of the Arctic Ocean will create a new natural system with different dynamics than anything previously experienced by humans in the region. With the diminishing ice cover, interests are awakening globally to take advantage of extensive energy, shipping, fishing and tourism prospects in the Arctic Ocean. A range of states, including the major Arctic powers, are increasingly asserting their sovereignty seawards. National security policies are being declared and nuclear-capable states are adjusting their strategic deployments in the Arctic Ocean. There are forums for international cooperation in the Arctic, most notably the Arctic Council, but peace in the Arctic Ocean has yet to be explicitly established as a common interest because of the long-standing military presence. Risks of political, economic and cultural instabilities are inherent consequences. This volume proposes environmental security as providing a holistic framework to assess these security risks and then identify the appropriate adaptation and mitigation responses. Only after shared risk assessment and understanding of the appropriate responses, will there be sufficient clarity about the governance paths to pursue within the international legal framework of the law of the sea.

This book examines the corpus of status quo environmental legal regime, geographical issues and redundant “stakeholder claims,” which persist in the Arctic. It examines multifarious theories relating not only to conflicting and opposing interests, but also to parties to whom the shipping industry should be accountable. The unique aspect of this book is the Corporate Social responsibility analysis pertaining to the Arctic and alternatives that strike a balance between the increased commercialization of the shipping industry and the laws and concepts of ocean governance. The book relevantly puts forward the concept of “ocean governance” and to what extent it can be addressed in terms of the Arctic. What distinguishes this book from others is the fact that it is not limited to examining the effects of climate change and how it is reshaping the way scholars assume the Arctic will be in the near future. Rather it creates a transparent nexus between opposing claims and increasing commercial interests and proceeds to scrutinize the efforts of the Arctic Council and individual Arctic coastal states. In this context, the book follows a given equation based on initial theories and how the opposing claims and increasing commercialization side of the equation can be balanced with the appropriate legal norm. It also reflects on the critical aspects of “hard law and soft law” which are two opposite ends of the legal pole and core elements of any legal spectrum. The book, after reflecting on those two elements, finally proposes a new Arctic legal regime, which is intricate and detailed and is basically a hierarchy based on logic and reasoning. In doing so, it imports a pristine theory for a pristine territory.
